WHILE DRIVING 40 MPH CONSUMER APPLIED THE BRAKES AND THEY LOCKED UP. THIS CAUSED CONSUMER'S VEHICLE TO COLLIDE WITH THE VEHICLE IN FRONT. UPON IMPACT, BOTH FRONTAL AIR BAGS FAILED TO DEPLOY. DRIVER AND PASSENGER SUSTAINED MINOR INJURIES.
