THE VEHICLE WAS STATIONARY ON A CITY STREET. STARTED THE VEHICLE, FOOT ON THE BRAKE AND SHIFTED INTO DRIVE.VEHICLE WAS IDLING AT NORMAL RPM. WHEN THE FOOT WAS REMOVED FROM THE BRAKE PETAL, THE CAR LURCHED FORWARD AT FULL THROTTLE.
