CONTACT STATES HAVING TROUBLE WITH ABS BRAKES. HE BELIEVES THE BRAKES ARE FRONT WHEEL ANTI-LOCK. WHEN HE TRIES TO BRAKE WHILE TRAVELING AT A SLOW SPEED, 5 MPH, THE PEDAL PULSED AND KEPT VEHICLE FROM STOPPING. THIS HAPPENED 60%-70% OF THE TIME.
