TL*THE DRIVER OWNS A 2010 FORD E-250. WHILE DRIVING APPROXIMATELY 15 MPH THE DRIVER ATTEMPTED TO APPLY THE BRAKES BUT THE PEDAL WOULD NOT ENGAGE. THE VEHICLE THEN SURGED FORWARD UNTIL IT CRASHED.
